About Avenues
Avenues is a nonprofit human service organization committed to providing quality services that enhance the lives of individuals with disabilities. For more than 70 years, Avenues has supported individuals and families across Central and Eastern Pennsylvania through person-centered programs that promote independence, dignity, and inclusion.
Our History
Avenues was founded in 1952 in Schuylkill County by Mal Weaver Bartram, whose six-year-old daughter, Lessie, was diagnosed with cerebral palsy. At the time, families faced significant barriers in accessing appropriate medical care, education, and supportive services for their children with disabilities. Available programs were limited and often did not meet the needs of individuals with physical or developmental disabilities.
Recognizing the urgent need for change, Mrs. Bartram brought together parents and community members to discuss shared challenges and advocate for better services. In September 1952, approximately 60 parents attended a community meeting, which led to the filing of an application to become a chartered affiliate of United Cerebral Palsy (UCP). In November 1952, United Cerebral Palsy of Schuylkill County was officially incorporated
For its first four years, the organization operated entirely out of Mrs. Bartram’s home. From these humble beginnings, the agency steadily expanded, opening diagnostic clinics, educational programs, and vocational opportunities as community needs grew. Throughout the decades, the organization introduced milestone programs including early childhood services, adult day programs, vocational training, greenhouse and retail enterprises, transportation services, and older adult programs. Services expanded beyond Schuylkill County to serve individuals across Carbon, Northumberland, Lebanon, and Luzerne Counties, responding to growing regional demand.

Avenues Today
In October 2004, United Cerebral Palsy of Schuylkill, Carbon, and Northumberland Counties officially changed its name to Avenues of Pennsylvania. The name change reflected the organization’s growth beyond a single diagnosis and its commitment to serving individuals with a wide range of disabilities. While the name changed, the mission and dedication to those served remained the same.
Today, Avenues supports approximately 900 teens, adults, and older adults through daily programs, with hundreds of more individuals utilizing additional community services. Thousands of families have benefited from Avenues’ services since its founding — all stemming from the determination of families who believed their loved ones deserved more opportunity, support, and inclusion.

It remains the purpose of Avenues is to promote the general welfare of individuals with developmental and/or physical disabilities. Our goals include:
- Promoting independence, dignity, and self-determination
- Providing high-quality, person-centered services
- Supporting meaningful employment and vocational opportunities
- Encouraging social, educational, and community inclusion
- Assisting families through information, advocacy, and support
- Educating the public about the needs and abilities of individuals with disabilities
